Analysis server (200) calculates user holdingmobile terminal (300) of the waiting time of the value of estimation by executingpredetermined computation using sending probe requests thereby at the first time bymobile terminal (300), probe requests thereby is sent with second, by mobile terminal(300) according to about the received congestion sensing terminal (100) of mobileterminal (300).
