摘要：[Summary] [Problem] To provide a data transmission device, a data transmissionmethod, and a program therefor that effectively increase throughput even when a delayincrease occurs due to a cause other than congestion in the network. [Solution] This datatransmission device (11) is provided with a transmission unit (60) which transmits to a userterminal (30) data requested over a network (20), and this data transmission device (11) isconfigured to include a transmission rate control means (51C) which controls thetransmission rate on the basis of the degree of congestion detected by a congestiondetection means (51B) during delay measurement by a delay measurement processingunit (40), and a reference value correction processing means (51 D) which temporarilycorrects the detection criteria used by the congestion detection means (51B); when it hasbeen determined that the delay has increased due to a cause other than congestion. Thisreference value correction means (51 D) functions effectively, increasing the accuracy ofdetection processing by the congestion detection means (51B), thus making it possible toimprove throughput.
